When two senators sponsored a bill that would cut red tape for farmers who grow hemp, industry insiders were thrilled but not surprised.

The reason: They had been intimately involved in crafting the legislation themselves.

The bipartisan bill, which was introduced in March by Sens. Jon Tester (D-Mont.) and Mike Braun (R-Ind.), would exempt industrial hemp farmers from certain background checks, testing guidelines and sampling rules.
